On 25th of July we welcomed a
delegation from Hunan Province, China, to our headquarters in Baku, where
Aqualink LLC and Hunan International Communications Economic Engineering
Cooperation (HICEC) signed a Memorandum of Cooperation. The delegation was led
by Ms. Su Lang, Foreign Affairs Representative of Hunan Province. The
memorandum was signed by Orkhan Mikayil, Founder and Chairman of the Management
Board of Aqualink, and Mr. Ou Xiaoxiang, President of HICEC.
The memorandum sets the
framework for working together across clean water supply, sewerage, wastewater
treatment and water disinfection — from engineering solutions and equipment
supply through to commissioning, long-term O&M and monitoring systems.
Hunan sits in central China
and making it the country's tenth-largest provincial economy and a serious
industrial base for infrastructure engineering. HICEC has been delivering
international projects from there since 1993, with hundreds of contracts completed
from Africa to Southeast Asia. For us, this partnership means a wider pool of
engineering and technology resources to draw on.
The timing matters.
Azerbaijan's National Strategy on the Efficient Use of Water Resources and the
2026–2035 State Programme for Baku and the Absheron Peninsula together set out
a substantial engineering agenda — new reservoirs, over 200 km of rebuilt mains,
and sewerage coverage raised to 95%. After 15 years and 200+ delivered
projects, we intend to be part of that work.
The day also included a technical visit to the site of our ongoing Beyukshor project.
